The project involves rehabilitating Village Place, a senior apartment building comprising 72 units. The building is approximately 69,000 sq ft and is located in historic downtown Longmont at 600 Coffman St. The rental housing development is currently occupied and serves income-qualified families whose incomes are below 60% of the Area Median Income (AMI).


"Affordable housing is crucial for the well-being of our community in Longmont, and we are thrilled to partner with Pinkard Construction to revitalize Village Place Apartments," said Katie Pung, Housing Development Project Manager with the City and Longmont Housing Authority "LHA plans to submit a 4% non-competitive LIHTC application to CHFA, and we will rely heavily on Pinkard's expertise for those submittals, making this project possible."


The scope of work planned involves exterior building, interior common and in-unit rehabilitation, landscaping improvements, and site work. Pinkard and Rosemann & Associates will help LHA evaluate and prioritize the scope of work while making any necessary adjustments to the plan.

As of March 30th, Pinkard Construction enters its 61st year serving Colorado senior living, affordable housing, multi-family, recreation, municipal, and commercial clients. Pinkard's President, Tony Burke, thought it was time to look at our future. Burke says the company’s leadership is armed with the wisdom and perspective gained by adapting and growing with this always-evolving construction and development market.


“We march forward with a new generation of ownership, new leaders, and new branding,” says Burke. “These decisive changes represent a continuation of fundamental business practices but with a fresh new look and approach to the challenges and opportunities presented in the world of construction today.”

Burke says that his leadership team recognizes the importance of changing stereotypes of who can participate in the construction industry. This complex will include 151 units of deed-restricted, affordable housing located on the former CDOT headquarters site in southeast Denver. Construction is expected to conclude in the fall of 2024.


“The Krisana Apartments are the perfect kick-off for the Master Plan redevelopment of the former CDOT property,” said Jimmy Balafas, Kentro Group principal and co-founder. “Affordable housing has been a priority for us since our first involvement in the redevelopment of former CDOT property back in 2017, and it has remained a critical part of the mix through countless meetings with the community and stakeholders. There’s a housing crisis here in Denver, and we’re committed to making this contribution to help solve the housing gap.”


Krisana Apartments’ 151 units will include 21 studio, 71 one-bedroom, and 59 two-bedroom affordable homes equipped with Energy Star-rated appliances, central air conditioning, laundry facilities, a fitness center, courtyard, social room, and secured bike storage area, among other amenities. The Krisana Apartments will be 100% electric-powered and have received funding from the City and County of Denver through the New Building Electrification Pilot Program, a part of the Energize Denver Electrification Program.

Pinkard understands that women have faced obstacles in the construction industry and is committed to helping them achieve their career aspirations in this field. Pinkard is focused on providing women with access to educational resources, flexibility, and mentorship opportunities. And this is not just for its employees but clients as well.

"I think it is really about flexibility," says Christina Call, Prequalification Coordinator. "One of the barriers I see for women is that we also take on a lot of the responsibility to raise our kids and keep our family life going."




Call says that she feels Pinkard's leadership allows her the flexibility to balance supporting Pinkard and her family. She thinks that a rigid 9-5 schedule isn't realistic, especially given the new status quo of remote work.

"I set an in-office schedule that I stick to, but the ability to remote work has made it possible for me to pursue a career in construction," says Call.

For project engineer Dallas Frisbie, her work in the field is all about showing up and getting the job done. She says that Pinkard's leadership is doing the heavy lifting to ensure that traditionally all-male environments are open and welcoming.

"I have experienced my fair share of uncomfortable experiences in my career. However, Pinkard's team works hard to make sure anyone feels comfortable," says Frisbie. "At the end of the day, I don't want to be the one policing everyone. Pinkard has already set the standard for appropriate behavior."

Frisbie says that women must also have access to mentorship to learn and grow. She says her experience at Pinkard has been tremendous and is eager to offer mentorship.

"When I was studying at the School of Mines, there wasn't a lot of other women pursuing this career with me," she said. "At Pinkard, I am so excited to have access to not just other Superintendents and project managers who are open and collaborative but also to Odette Bent-Buckles, our CFO."

Frisbie says that as she grows in this field, her priority is to continue to mentor other women who want to break into construction, especially in the field.

"The biggest misconception about this industry is that field jobs are not for women. I want to work to change that stereotype," she says. "Pinkard has proven to be the perfect place for that because this desire to change and grow is cultural. They make everyone feel like they belong."

Pinkard’s focus is on more than just its employees and includes the client experience for its growing number of female clients in development and facilities roles. Molly Chiang, a senior housing developer with Boulder County Housing Authority (BCHA), says that her experience with Pinkard differs significantly from others in her career.

"Pinkard's team has always been extremely respectful, and I don't know, just treats us like peers and colleagues," says Chiang. "I have been in rooms where that is not the case."

"Walking onto a construction site as a woman, if I was like, 'I don't know what a glu-lam is,' I never felt stupid asking questions," said Lauren Cely, Senior Housing Developer for BCHA. "I remember standing in the garage shell, talking with your team about what's better: cast in place or precast, and we were going through the pros and cons, thinking about future projects, and I loved it."

“It’s truly inspiring to see Pinkard Construction’s impact on the community,” says Kendall Koca, Manager of the office of special projects for Aurora. “This project was an incredible opportunity for us to use their expertise to work directly with law enforcement and business owners to administer the program efficiently.”


Koca says that this program is critical to help the City of Aurora meet its safety and security needs and to have made a positive impact on the small businesses involved.


The program is part of the $1.9 trillion American Rescue Plan Act economic stimulus bill signed into law in March 2021, providing the city of Aurora with $65.4 million in one-time direct federal aid. It allocated up to $20,000 to eligible applicants to make physical changes related to lighting, alarms, cameras, windows, entrance doors, and mirrors.


“This project submerged me in the wealth of diversity within Aurora.” says Nathan Rodriguez, a project engineer for Pinkard. “I got to work with local cafés, churches, stores, and a variety of other businesses. Each with their own stories, needs, and community impact. There is something special in the joy these owners had knowing their local government actively supports them.”


Rodriguez says he joined Pinkard for their community-first mindset, evident in the type of work they pursue and the fact that employees get two days of VTO (volunteer time off) annually to participate in service projects together.


To date, Pinkard has completed over 90 municipal projects for 37 public/municipal clients across the Colorado Front Range.

Pinkard Construction and Foothills Unitarian Church, and Ewers Architecture have completed the external structure for the $6.5 million, 16,600 sf expansion and remodel of their existing facility in Fort Collins. A topping-out ceremony was held at the site, with representatives from the project team, congregation, community, and local government in attendance.


“Pinkard is a community-driven organization, so working with clients who are such a vital part of the community is important for us,” said Tony Burke, President of Pinkard Construction.

Burke adds that Pinkard’s Preconstruction team was vital in the project’s progress, despite unprecedented complications due to the covid 19 pandemic. “I am proud our team could work together to get a budget and design to make this project feasible and fulfill the church’s vision,” said Burke.


Ewers Architecture completed the schematic design in the summer of 2019. After a COVID-related project hold, the design resumed in 2021 with value engineering and savings measures to reduce the budget from the initial $9M plan. Construction documents and fundraising were completed in line with the new budget, and the project is expected to be completed in the second quarter of 2023.


“The expansion results from years of visioning, planning, and the tremendous generosity of the congregation. It will allow us to be an even greater resource to our wider Northern Colorado community, especially to our partners, the BIPOC Alliance, Homeward Alliance, and the Food Bank for Larimer County,“ said Peg MacMorris, member of the Foothills Unitarian Building Expansion Team. "We are grateful Ewers and Pinkard were able to collaborate with us in reworking our design and budget to ensure the new space facility meets the needs of our nearly 600-person congregation and aligns with our vision for a growing future.”


The phased project consists of 13,200 sf of additional space and 2,900 sf of remodeled space. It includes a new 390-seat worship center, additional gathering spaces, classrooms, and office space to enable Foothills Unitarian to better serve its 120-year-old progressive faith community in Fort Collins.

Located just two blocks from the Louisiana/Pearl light rail station in Denver’s desirable Platt Park neighborhood, the 34,619-square-foot multifamily residential property offers 42-units with a focus on small unit sizes with lower monthly gross rents.

Denver-based investment and development firm Confluent Development, in partnership with Narrate Companies, is the project owner. Throughout construction, Pinkard worked closely with OZ Architecture.

Tony Burke, Pinkard’s president, says the project is a natural fit for Pinkard’s teams and project partners at Confluent and Narrate as the collaborative development journey drew upon extensive experience in building multifamily projects across Colorado.

Pinkard Construction, an affordable housing general contractor celebrating 60 years in Colorado, was awarded the project in 2022 and is working closely with Norris Design and HB&A Architects.


“Pinkard is excited to be a part of BCHA’s mission to provide housing relief to the families, individuals, single parents, older adults, and people living with disabilities in the area,” said Tony Burke, President of Pinkard Construction. “It’s no secret that rising housing prices have made renting and homeownership unattainable for many and Willoughby Corner is a lifeline for many.”


In October, BCHA received approval from the City of Lafayette for Willoughby Corner’s Planned Unit Development application, which sets the framework and rules for proceeding through the multiple phases of the site plan, including construction. In November, Willoughby Corner received a crucial second award of 4 percent Low-Income Housing Tax Credits from the Colorado Housing Finance Authority that will help cover the costs of the development. On January 11, the Lafayette Planning Commission will consider BCHA’s next major step, the development Site Plan, which focuses on architecture and site-specific elements for each proposed lot in the Willoughby Corner neighborhood.

“This is an exciting time in the life of Willoughby Corner,” said BCHA Senior Housing Developer Molly Chiang. “Now is the moment when it really begins to come to life in terms of what it will look like and how it will be built on the site. We are thrilled to be able to work so closely with city staff and Lafayette community members to make this important step forward for an area where affordable housing is so needed.”

Lafayette's median home listing price is now approaching $600,000, while rentals are averaging over $1,900 per month, unattainable for many community members, especially those in lower- and middle-income brackets. Across Boulder County, more than 21,000 households are spending over half their income on housing costs.

Willoughby Corner will serve households earning 60 percent or less of the Area Median Income (AMI) with below-market-rate rental homes and for-sale options for households earning up to 120 percent AMI. For a three-person household, these incomes equate to maximums of $67,000 for rental housing and $135,000 per year for for-sale housing, respectively. BCHA’s affordable homes save residents hundreds of dollars per month in rent and utilities, ensuring income is available for other important needs and making it easier to save money, including for future home purchases. Willoughby Corner will cater to families, individuals, single parents, older adults, people living with disabilities, and more. It will also support Lafayette’s workforce and the businesses that employ them. In addition to the 400 affordable homes built in multiple phases, Willoughby Corner buildings are Net Zero Energy Ready. They will feature solar photovoltaics, geothermal heating and cooling, and electric charging stations, a network of community gardens, pedestrian and bike trails, and access to transit.

With Site Plan approvals, construction on Willoughby Corner’s 55-and-over homes could begin as early as February 2023, with move-ins possible by spring 2024. BCHA could begin taking applications for these homes beginning in fall 2023. BCHA will provide updates at www.WilloughbyCorner.org.

Lakewood, Colo. — Pinkard Construction, a Senior Living general contractor celebrating 60 years in Colorado, has completed construction on Hunt Midwest’s Capstone at Centerra. This senior living project designed by Pi Architects includes assisted living and memory care. It will be operated by Integral Senior Living.

A grand opening was held on November 14th with representatives from Hunt Midwest, ISL, Pinkard, Pi, and the community. Construction lasted approximately 15 months and was completed on time and within budget.


“Pinkard really understands senior living and multi-family projects, which created a smooth, predictable construction process,” said Jeff Redhage, director of construction management for Hunt Midwest. “Capstone at Centerra will offer residents a variety of engaging amenities, including a great room, a formal dining room, a fitness center, a salon, a bistro lounge, a sunroom, walking trails, a gazebo, and a dog park.”

The senior living community will offer 102 assisted living and memory care suites, with accommodations for as many as 114 residents. Located in the 3,000-acre Centerra master-planned development, the interior and exterior design of the two-story, 79,000-square-foot senior-housing community was inspired by surrounding architecture and northern Colorado’s natural scenery.

“I am excited to celebrate all the hard work we put in with Hunt Midwest, ISL and Pi Architects to add more Senior Living options to Loveland,” said Derek Stathis, Construction Manager for Pinkard Construction. “Northern Colorado needs more communities to serve our seniors and their families. Pinkard Construction has announced the promotion of two key employees. Blake Chambliss, a 38-year veteran of the company, has been promoted to Chief Operating Officer and will be providing leadership for all facets of Pinkard's current and future construction projects. He will continue to lead Pinkard’s Self-Performance Group as a subset of Operations.


In addition, Pinkard announced that Joe Revielle will be promoted to Construction Manager, reporting to Chambliss, and offering direct supervision of all construction projects assigned to him.


Tony Burke, Pinkard President, said that these leadership changes will improve Pinkard's reporting structure to create better support and accountability for our projects and team members, ultimately benefitting clients.


“Blake is amazingly resilient and resourceful and has leveraged those qualities to tackle and excel in every job and challenge that has come his way,” said Burke. “Joe’s experience and his exceptional attention to detail has quickly made him one of Pinkard’s most sought-after superintendents. He will carry this wealth of knowledge to his new role and be able to mentor our up-and-coming stars.”


Chambliss says he is excited to be transitioning into a role where he can support project teams removing roadblocks and ensuring that staffing is adequate.


“Due to all the new work we have acquired, my priority is filling all of our vacant operations positions, including many assistant superintendent roles,” says Chambliss. “It is important to me that our teams not only have the leadership support I can provide but also the boots on the ground to make sure teams continue to provide exceptional client service and construction quality.”  


Blake’s list of successful projects spans many project types. He has worked on recreation centers, multi-family, senior housing, municipal, healthcare, and Class A office buildings. He holds a National Standard General Building Contractor (A) license, and four of his projects have been awarded ABC’s first-place National Excellence in Construction award.


“Business is booming, and I am excited to help Pinkard make sure that all of the sizable upcoming projects are set up for success before we even start moving dirt,” says Revielle.


Joe Revielle has been in the construction industry for 38 years and has excelled in a diverse mix of project types, including multifamily housing, retail, and municipal ranging from $1 to over $90 million. He is a LEED accredited professional in Building Design + Construction and has developed his listening and collaborative skills partly through his extensive municipal experience as a planning commissioner. Pinkard donated all labor and materials to complete the 650 Square foot elevated second-floor composite deck with two sets of egress stairs.


"There are generations of Jeffco students who look back on their Outdoor Lab adventure and say it was one of their best memories of elementary school," said Robb Gneiser, Principal for the Windy Peak Outdoor Lab School. "Pinkard's team is top-notch, and I am excited that this year’s staff will have a wonderful new place to relax and enjoy downtime at the Windy Peak school."

Gneiser says that the mission of the Outdoor Education Laboratory Program is to enhance and enrich student learning as an integral part of 6th-grade curricula by providing opportunities for hands-on, experiential, authentic learning in an outdoor setting, developing stewardship of self, community, and the environment. "This project was the epitome of stewardship of community! Great people work hard for others and feel good about a well-done job! Thank you, Pink Crew, the decks, represent your legacy of stewardship, and we are grateful."

"I remember my boys coming here and what a connection I felt with Outdoor Lab, JPS, and the Golden communities based on their experience," said Pinkard Warranty Superintendent Mike Levchik who captained the Pink Crew team for this project. "This was an incredible team-building exercise. Because of our team’s enthusiasm for JPS’s Outdoor Lab program and our excitement for the project, we completed the final two days of work in just one! We had office people with little framing experience jumping in and getting it done next to managers who worked their way through the trades and carpenters next to them. I’ll never forget it."

Levchik says, “community service is a big part of Pinkard's culture. It is common to see several Pinkard employees using their provided VTO (volunteer time off) working together on Habitat for Humanity builds, homeless youth outreach, helping the Action Center improve their campus, or outreach or paint-a-thons for seniors in our local community.”

Pinkard Construction has been awarded The Housing Authority of the City and County of Denver (“DHA”) Sun Valley Infrastructure project. The project is the basis for DHA’s Sun Valley Neighborhood Transformation Plan, which includes replacing 333 obsolete public housing units with over 900 mixed-income units.



The scope of work restores the historic street grid, updates sitewide civil infrastructure, and develops the first phase of a new Riverfront Park along the Platte River trail.


Speaking about the project, Construction Manager Jess Becerra said, “Our teams have shown Denver Housing Authority we truly want to be a partner of their vision and change the Denver Metro area in a good way.”


The project site is located within the Sun Valley neighborhood in the City and County of Denver, between 11th Avenue on the north, 9th Avenue on the south, Decatur Street on the west, and the Platte River on the east.


The Sun Valley Neighborhood is currently comprised of a disconnected street grid and an island of concentrated poverty, which isolates Sun Valley from economic opportunity and area amenities. As a result, the neighborhood has become the lowest-income neighborhood in Denver, with 80% of residents living in poverty.


Pinkard’s relevant projects include large infrastructure projects on tight sites that required accommodating other contractors and/or providing for the comfort and safety of occupants of the site/existing buildings. These projects include the City and County of Denver Central Platte Campus; Bison Ridge Recreation, Roads, and Infrastructure project for Commerce City; and the Grace Gardens at Derby Hill Affordable housing infrastructure project in Loveland in conjunction with Loveland Habitat for Humanity.


Construction began in July of this year and is projected to continue through the beginning of 2024.
